Could be a leaking oil seal in the turbo or worn piston rings.

Why did you change the turbo and egr?

If the turbo was really knackered, you may have lots of oil in your intercooler that getting burnt now when you push it.

If the egr was really blocked, your air intake will be blocked somewhat as well. Its a real pig of a job to take off although if any mechanics worth his salt, he (or she) should have cleaned that too when the turbo and egr was off.

On the same note, a choked CCV line can cause blue smoke too because the engine cant breathe. On really high mileage tdi's the one way valve on top of the rocker cover for the ccv can fail stpping the emgine breathing properly.

LAstly the cat could be gone. Easy check for this is to disconect the eghaust just after the cat and see if it still smokes.

CCV line is the short black pipe that goes from the top of the rocker cover to the air intake pipe. If you pull one side of the pipe off, check it for clockages by starting the engine and see if air is blowing out.
